If you are upgrading your version of RT-LAB, on your computer, go to OPAL-RT Download Center at https://www.opal-rt.com/download-center/#rtlablink
Download RT-LAB to a known location on your computer. It's a compressed (zipped) file that should look like that: RT-LAB_2023.3.zip (your version number may be different).
Extract the content of the zip file.
Double-click the extracted executable MegaInstaller.exe

Follow the instructions to install RT-LAB.
Keep the default root directory (folder) unless you have special requirements.
