Turbine Governors

Notes
The turbine-governor data comes from ElmDsl section in the DGS-XML file. The following tables outline the required parameters for each turbine-governor that is accessible through the Native Library.
Parameter "PN" for all Turbine Governor models and "At" for TGOV1 are not imported.
The version of the Governor components can be determined using the following pattern:
