OpenGlobalConfiguration

Description	When RT-LAB user interface is not launched, this function starts the controller process in charge of managing the different targets defined in the global configuration (hardware.config file).

Usage	RtlabApi.OpenGlobalConfiguration()

Output	None
Return value	EOK: Success. EIO: Error sending the request or receiving the reply.
