Decoupling model for capacitive blocks

The decoupling block implements a stubline, i.e., a Transmission Line Model (TLM) equivalent of a linking capacitor and expressed in the Bergeron line model, with separated resistive Thévenin circuits from either side, as illustrated in the figure below.
